This is a "CAPTCHA".


A CAPTCHA is a program that is used to tell whether its user is a human or a computer. CAPTCHAs are used by websites to prevent abuse from "bots," or automated programs usually written to generate spam. The idea is a computer program cannot read distorted text as well as humans can, so bots cannot navigate sites protected by CAPTCHAs. Since our site is currently being aboused we had to implement this CAPTCHA try and stop the abuse.
